In order to purchase the Monthly Transcripts Add-on Subscription, you must have an active subscription to the base Monthly Recordings Subscription. You can subscribe on the Monthly Recordings Subscription page.
Also, you may be seeing this if you are logged in to the Streaming Service and you already have a Monthly Transcript Add-on Subscription. You can verify this on your My Account > Subscriptions page.
